Foster Parent Requirements

Foster Parent Initial Qualifications

1.     In order to qualify for home certification a family must meet the following conditions:
  • Be at least 21 years of age or older
  • Live within 50 miles of Bakersfield
  • Possess a valid California Driver’s License
  • Possess an automobile in good mechanical condition
  • Possess automobile insurance with at least minimum limits
  • Have no convictions other than minor traffic violations
    (Note: Individuals not meeting qualifications may qualify through an exemption.)
  • Have a working telephone (land line) on premises at all times
  • Have a working answering machine
  • Be able to support a child for up to 45 days after initial placement
  • Can be single or married
2.     Applicants must also complete the following:

A.     Orientation and Training.  For couples, both husband and wife are required to fulfill training requirements.  Single individuals may complete the application as a single person.  The applicant(s) must:
  1. Attend orientation
  2. Complete an 18 hour training program
  3. Complete First Aid and CPR course
  4. Complete a Water Safety Certification course
B.     Fingerprint Clearances:
  1. Submit to Live Scan fingerprinting and successfully pass Child Abuse Index and Department of Justice (DOJ) screening
  2. Provide Criminal Record Statement and meet with KBYH Social Worker to discuss any criminal convictions.
  3. All persons living in the home who are 18 years of age or older must be fingerprinted.
C.     Application
  1. Applicants must complete a KBYH application. For married couples, both husband and wife are required to complete the application.  Unmarried individuals may complete the application as a single person.
D.     Facility.  The facility to be certified may be the applicant’s home or rental.  Please note the following:
  1. The facility must undergo and pass a facility inspection.  Any discrepancies must be corrected before a certification may be granted.
  2. Children will not be placed in a facility which has not been issued a valid certificate.
  3. Applicant(s) residing in rentals, apartments or other facilities which are not owned by the applicant(s) must obtain permission to operate a certified home (care for foster children on premises) in writing from the landlord or owner.
E.     Foster Parent Record:  An application packet is provided to each applicant(s).  The packet contains forms and instructions which must be completed.  After the application packet is successfully completed, documentation is filed in the Foster Parent records held by KBYH.  The active Foster Parent record must contain at least the following materials:
  1. Application
  2. Financial Statement
  3. Criminal Record Statements
  4. Statement Acknowledging Requirement to Report Suspected Child Abuse
  5. Health screening and TB test (Taken within 1 year of application)
  6. DMV Printout
  7. Copy(s) of valid California Driver’s Licenses
  8. Verification of valid automobile insurance coverage
  9. Copy(s) of CPR and Child First Aid completion certificates
  10. Copy(s) of Water Safety Certificates
  11. Floor Plan/Disaster Plan
  12. Foster Parent’s Discipline Agreement
  13. Firearms Control Statement
  14. Transportation Statement
  15. Pet Agreement. Copy of Dog’s license (if dogs reside at the home)
  16. Swimming Pool Agreement
  17. References (minimum of 4 and not from family members)
  18. Personal Rights (children’s) acknowledgement
  19. Confidentiality and Children’s Records acknowledgement
  20. Written Permission to operate a certified home or perform foster care (for non home owners). Include name, address, and phone number of home owner
  21. Vehicle inspection (for all vehicles that would be used for the transportation of foster youth
